Talk to Llewelyn Camber, the guy along the water south of Prydwen keep, in Camelot hills at lvl 11. He tells you to go kill a named filidh to the south. Her name is Aithne Con. She is considerably dangerous, and you should bring along a friend, she will call for hers.

To get to her, cross the river directly opposite of the quest NPC, and run south, away from the river, for about 5 seconds. Turn due east and run until you see an obscure stone ring on a hillside (Loc= 29437 60279 Camelot Hills). She spawns there, remember, she is very close to the river, so roaming around Salisbury Plains is not necessary. Kill her for quest item (her head) and take it back to guy along the water for Staff of Life.
