Sir Quait, in Prydwen tells you to go talk to Nob the (inside) Stableboy about a problem he is having with fairies. Nob tells you that Lady Leana and her fairies have been terrorizing his animals. Leana is at the pond located in the nearby weeping willow grove. If she is not, DON'T kill the fairies -- you will fail the quest. But if you do, just go back and get quest again. Talk to her about it and she will complain that Nob's animals have been drinking at her pond. There does not seem to be a peaceful solution to this, so just kill her (bring a friend to handle the other fairies that join in) and she will drop a Silver Chain.
