I got at lvl 12 as a paladin, I heard about it from a barkeep in camelot. Although I think you can get it at a lower lvl. It starts with that you seek up Guard Reed in Humberton which will talk about a goblin problem they are having and they are awaiting news from a scout which have been sent out to investigate. He tells you to run to Commander Jusen past the 2nd marker past the brigde towards Snowdonia Station. Loc: 21166,1276.

He gives you a note which you hand back to Guard Reed which confirms the problem, and you are now asked to go to the goblin camp north of Humberton and kill the leaders there, Grilo and Fusnup, which were green and grey at lvl 12 and quite easily dispatched. They are either inside the house or walking along the shore I think, I found them in the house and undeads roam the shore at night, which can be dangerous i suppose if you are lower lvl, were grey at 12.

After you kill Grilo and Fusnup, Guard Reed says that the goblins are gonna attack Ludlow and you need to deliver a message to his son in Ludlow, Guy Reed and warn them. When you deliver the report to reed he says that you should talk to Maggie McClellan, which also is in the tavern which is a gossiper to get her to spread it around and here the quest ends.

As reward for the quest you get to choose between 4 kinds of bracelet which increases either strength, intelligence, piety or dexterity. And 5 silver and some copper.
